OTTAWA — Although it rained Wednesday night and Thursday morning throughout much of Franklin County, that wasn’t enough to end the drought or the burn ban. Franklin County emergency management director Alan Radcliffe said it’s going to take a lot of rain before that happens. The county is now, on the average, 12 to 15 inches below the average rainfall amounts for this time of the year, he said.
