OTTAWA — Law officers got their exercise in late last week, chasing down two people on foot. Franklin County deputies chased a 30-year-old woman – twice — after responding to a domestic violence call in the 3100 block of Iowa Road northwest of Ottawa Thursday night. The deputies determined the domestic violence report was unfounded but the woman, Renee Decock, started running away, Jarrod Fredricks, of the sheriff’s office, said. When deputies caught up with her, the woman started running again and jumped into the Marais des Cygnes River, where she began taunting officers, Fredricks said. Deputies fished her out of the river and hauled her to jail, where Decock was booked for obstruction of justice. Ottawa police officers also had to chase a man twice Thursday afternoon. Police searched Skunk Run and backyards in central Ottawa this morning and early this afternoon after a handcuffed man escaped from a moving police car late this morning. Capt. Adam Weingartner said the chase resulted when officers responded to a domestic disturbance, talked to a woman and then decided to arrest Daryl Chandley, 22. Chandley took off running on foot but officers caught up with him, Weingartner said. Chandley escaped again from a moving police car, with his hands cuffed behind him and with him seat-belted in the rear seat of the car in the 500 block of South Oak. Officers combed an area in the 300 to 400 blocks of South Mulberry and Sycamore streets and along Skunk Run. A homeowner found him hiding in his basement and he called 911 and Chandley was recaptured and was taken to the jail without further incident, Weingartner said. A subsequent investigation offered clues to how Chandley was able to escape and steps are being taken internally to deal with the situation, Weingartner said Weingartner said in his 17 years of law enforcement, he’s never experienced anything quite like Chandley’s double escape.
