TOPEKA — Franklin County emergency management director Alan Radcliffe is part of an emergency incident management team sent by Kansas to help Maryland authorities deal with the approaching Hurricane Sandy. Radcliffe and the Kansas team will be at the Maryland Emergency Operations Center at Reisterstown for about two weeks. In addition, the Kansas Air National Guard will shelter military aircraft from the East Coast at Forbes Field in Topeka while the superstorm, dubbed “Frankenstorm,” moves towards the East Coast. In anticipation of storm surges up to 11 feet, a foot of rain and snow, and winds of 85 miles an hour, several cities have shut down their mass transit and bus lines, ordered evacuations of low-lying areas, and most air travel has been cancelled. Six Air Force KC-135 tankers and crews from Andrews Air Force Base near Washington landed Sunday. Major Gen. Lee Tafanelli, Kansas adjutant general, said Kansas often received emergency help from other states and he said Kansas is happy to help the East Coast in its time of need.
