RICHMOND – A 55-year-old Richmond man told the Franklin County Sheriff’s office that he caught a 49 year-old Richmond man, who he identified, taking items from a garage that he had recently bought in the 2900 block of Allen Terrace in Richmond Friday night. The sheriff’s office recovered the items and returned them. The incident remains under investigation.
