WILLIAMSBURG — At least he could have answered the phone. A 44-year-old Williamsburg woman reported to the Franklin County Sheriff’s office last week that she had been receiving several phone calls in which the caller would merely breathe into the phone. She told officers she knew who the caller was. When a deputy called the man, he had to leave a message on the man’s answering machine.
