TOPEKA — Lawrence attorney James Bart, has been named Kancare ombudsman for the state. Federal regulators recently gave the OK for the state to adopt Kancare. Kancare will funnel Medicaid services for the poor, elderly and disabled through three private health insurance companies beginning January. Bart will be responsible for helping Kancare consumers with access, service and benefit problems, especially those people participating in home- and community-based programs or other long-term care services, Shawn Sullivan, state aging and disability services secretary, said. Bart currently serves on the Kansas Council on Developmental Disabilities. He is also is a former member of the ARC of Douglas County, which provides services to those with developmental disabilities in Douglas, Jefferson, Osage and Franklin counties.
