TOPEKA — After a spike in January, the Kansas unemployment rate declined in February.  The state’s jobless rate dropped from 6.2% in January to 5.8% in February.  There were gains in private sector job gains through February, including in business and retail sectors, Kansas Labor Department’s Sue Henke said.  The Franklin County jobless rate remained unchanged at 8.4% in February.  Franklin County was the exception.  Surrounding counties showed drops in their unemployment rates.  Miami County dropped from 7.8% in January to 6.6% in February.  Anderson County dropped from 7.4% to 7%, Douglas County from 5.8 to 5.4, Osage County 8.6 to 8.1, Johnson County from 5.2 to 4.8, Linn County from 11.2% to 8.2, and Coffey County from 6.3 to 5.6.
