OTTAWA–Ottawa might accidentally make history when Commissioner Jeff Richards is sworn in for a new term. The very next moment, he has to resign. That of course is because he is the new Franklin County Sheriff. It’s all expected to happen at the next City Commission meeting on Wednesday. Nobody seems to know if this will be the shortest City Commissioner term in Kansas history.
