OTTAWA — It might well be the shortest city commission term in Kansas history. Ottawa City Commissioner Jeff Richards, who was re-elected to his second term on the commission, will be sworn in with two other commissioners for a new term at Wednesday night’s meeting. But there’s a slight complication — he was sworn in last week as the new Franklin County sheriff. During Monday’s city commission study session, they discussed what would happen. Richards will be sworn in as new commissioner but then immediately step down. How his vacancy would be filled is up to city commission, city manager Richard Nienstedt said, but the city has 45 days in which to appoint someone to fill out Richards’ two-year term.
