TOPEKA — A parole hearing for a 59-year-old man convicted of second-degree murder in Ottawa will be Monday, the same day as he killed his five-month-old stepdaughter 33 years ago. Thomas Collins parole confessed to beating her to death April 22, 1980.
Collins pleaded not guilty by reason of insanity, but was convicted by a jury of second-degree murder in her death. Under the state’s former sentencing laws, he is one of 21 kansas inmates up for parole this month. However, according to the Kansas Department of Corrections, Collins has been up for parole several times. Parole hearings are set at the Landon State Office Building in Topeka, the Kansas City city hall, and the Finney State Office Building in Wichita. Those who can’t make the hearing may also send a letter to the Prisoner Review Board in Topeka.
