OTTAWA — Franklin County Habitat for Humanity will hold a dedication for the new house of David Bethea and his family Sunday afternoon from 2 to 3 at the home at 740 South Elm. The public is encouraged to join the Betheas and Habitat members for the celebration and open house. The family helped volunteers build the house and now construction is complete. The Betheas will make monthly, interest-free mortgage payments.
