OTTAWA — The front utility window and the city finance office at Ottawa City Hall has been reopened.  The office was closed as a precautionary measure after an envelope containing a suspicious substance was discovered by a utility clerk late this morning, Ottawa Fire Chief Jeff Carner said.  A hazardous materials team performed several field tests on the substance, Carner said.  The tests revealed the substance was organic in nature but wasn’t hazardous.  The case remains under investigation but Carner said he doesn’t believe it was an intentional act.
