OTTAWA — J.D. Scott of Hawkeye Helicopters has applied to become the manager of the Ottawa Municipal Airport. City Manager Richard Nienstedt and the Airport Advisory Board have been meeting with Scott about his company becoming what is called the Fixed-Base Operator for the airport. Nienstedt told City Commissioners Monday that not only are they discussing a new manager, they’re discussing the airport’s future, including an extension of the main runway, a new master plan, selling jet fuel, T-hangars and a maintenance center.
