HAYS — The former manager of the Hays city wastewater treatment plant faces federal charges for violating the Clean Water Act.  US Attorney Barry Grissom says 57-year-old Charles Blair of Hays is charged with four counts of making false statements about nitrogen levels in the effluent from the Hays sewer treatment plant.  Grissom says in  three counts, Blair is accused of falsely understating the amount of ammonia nitrogen in the city’s effluent statements in discharge monitoring reports. The reports significantly understated the amount of ammonia.  Grissom says that in another count, Blair is accused of telling the Environmental Protection Agency that he had provided accurate reports to EPA.  The charges stem from 2012.
