OTTAWA — Two people were booked into the Franklin County jail for theft Saturday morning. Ottawa police said they arrested Justin Manheim, 34, and Kelsi Kennington, 27, both of Ottawa; in connection with the theft of construction equipment. In an unrelated case, Ottawa police said they also recovered a stolen vehicle Saturday taken from the 500 block of South Locust.
