TOPEKA — Bob Kovar, Osawatomie, has been appointed by Gov. Sam Brownback to the Kansas Citizens Utility Ratepayers Board. Kovar is retired from the U.S. Department of Transportation and Federal Aviation Administration after 27 years. The Citizens Uutility Ratepayers Board is designed to protect the interests of residential and small commercial utility ratepayers and weighs in on utility rate increase requests.
