OTTAWA — Franklin County has signed a declaration of disaster for today’s winter storm. The pace and severity of the storm have tracked closely with National Weather Service forecasts, Franklin County emergency management director Alan Radcliffe said. When winds pick up later today as predicted, blowing snow and drifting will be a major problem, he said. County officials will use the Franklin County Emergency Operations Plan until the storm passes and the roads have been cleared, he said. The plan lists various responses to emergencies that might occur as a result of the storm and who would be in charge of each response, and ensures those people are ready, he said. Radcliffe said because most people stayed home, there have been relatively few problems reported so far.
