OTTAWA — More than 400 Franklin County middle school students will descend upon the Franklin County fairgrounds today for the 10th annual Franklin County Earth Festival. The students will take part in various environmental education lessons presented by volunteers from the Kansas Department of Health and Environment, K-State Research and Extension, and conservation district experts, Franklin County Conservation District’s Keri Harris said.
