OTTAWA — Advice from the Franklin County Criminals Handbook – when you go dump in the weeds, dump the week first. The Franklin County Sheriff office said it collared two people last week for dumping trash onto Osborne Lane. Deputies noticed the two also had marijuana with them. The sheriff’s office booked Stephanie Brannan, 23, Ottawa; for suspicion of possession of marijuana and possession of drug paraphernalia. Jon Clark, 28, Ottawa; was booked for suspicion of possession of marijuana and driving while suspended.
