OTTAWA–One thing that is holding down the Ottawa city budget is decreasing costs for employee health insurance. During the Ottawa City Commission Budget Hearing, Finance Director Scott Bird noted that from January through June in 2012, the city spent about $1,200,000 in health insurance. This year for the same time period, the city paid out a little over $700,000.
