OTTAWA — The first of two candlelight vigils for Joseph Jennings, 18, Ottawa will be tonight at 7 at Orscheln’s Farm and Home parking lot where he was shot by Ottawa police and Franklin County deputies. Jennings died of his wounds at Ransom Memorial Hospital. His aunt Brandy Smith said there will be a bike rally and candelight vigil tonight. Another candlelight vigil organized by Raven Gray of Ottawa will be at 7:30 p.m. Tuesday at Orscheln’s. The Kansas Bureau of Investigation is looking at the shooting. An autopsy was done Sunday on Jennings’ body, Franklin County Attorney Stephen Hunting said. However, he said it take some time before the KBI presents the final report to his office. Smith, who witnessed the shooting, said Jennings, who had some mental issues and who had been released from Ransom Memorial Hospital three hours before the shooting, didn’t have a gun in his hands and that officers over-reacted in shooting him. Officials, citing the ongoing investigation, say few details would be released about incident until the KBI turns in the report. The officers involved in the shooting have been placed on administrative leave, which is the standard procedure, Ottawa Police Chief Dennis Butler said.
