OTTAWA–Despite some controversy over fees for the Goppert Building, the Ottawa Recreation Commission has reported a sharp upsurge in people using ORC programs. ORC Director Tommy Sink told the City Commission that back in 2005, over 13,000 people used the ORC. In 2013, over 100,000 people participated in ORC programs.
