OTTAWA — A 29-year-old Ottawa man ended up in jail recently after a city employee reported that the man threatened to blow up city hall. A city worker was shutting off utilities at a home when someone threatened to blow up city hall, Capt. Adam Weingarner said. Paul Powell was booked into the Franklin County jail on suspicion of making a criminal threat. Weingartner said it doesn’t appear related to another recent case in which someone else threatened to blow up the police department and 911 center.
