OTTAWA — Kansas Policy Institute president Dave Tabert will speak at a public meeting hosted by the Franklin County Republicans at 7 p.m. tonight at the Ottawa Church of the Nazarene, 300 W. Seventh St. Trabert will speak about school funding and his ideas on how to resolve the Kansas budget issues without service cuts or tax increases.
