OTTAWA–At least 18 neighborhoods signed up for the annual Night Out Against Crime in Ottawa. Mayor Mike Skidmore says in a time when neighbors don’t even know next-door neighbors, this is an occasion when people on a block can meet in a non-threatening environment.
