OTTAWA — There will be no city commission meeting today. Instead, most city commissioners have been in Topeka for the annual conference of the League of Kansas Municipalities. “It’s an opportunity for commissioners to network with other cities and compare with what they’re doing,” said city manager Richard Nienstedt, who’s also attending. A major focus has been on a new state law moving municipal and school board elections from April to November and the state budget and the habit of state officials to dip into transportation funds to try to cut income taxes and balance the budget, he said.
