OTTAWA — An Ottawa man was booked into the Franklin County jail early Saturday morning in connection with a police chase that blacked out part of northern Ottawa. Ottawa police said officers tried to pull over Brian Kennedy, 26, for a traffic violation when the chase began. During his flight, the driver crashed into a telephone pole guy wire near Enterprise and Milner streets, knocking out power in the neighborhood, police said. Kennedy then fled on foot but was found a short time later. He was booked on suspicion of fleeing and eluding, driving while suspended, obstruction of justice, no insurance and leaving the scene of an injury accident.
