OTTAWA — Five children were placed in temporary foster care Monday after they were taken from a home in the 300 block of East Fifth Street Monday. Police said they were taken into protective custody because of what they called uninhabitable living conditions. The children were 2 months old, 9 months old, 3 years old, 10 years old and 12 years old.
