TOPEKA — The Kansas Dept. of Transportation requests comments on a proposed amendment to the 2016-2019 Statewide Transportation Improvement Program document.  The January amendment to the STIP list includes two changes to Phase 3 of improvements for the Flint Hills Nature Trail, which runs between Herington and Osawatomie, and which runs through Ottawa.  KDOT plans to spend $2.5 million on the trail project during fiscal year 2016, which ends in June.   STIP lists all KDOT administered projects, regardless of funding source, and includes projects for counties and cities as well as projects on the state highway system.
