PRATT — The jackpot became a cracked pot for thousands of deer hunters who wanted to come to Kansas to bag a buck.  The Kansas Dept. of Wildlife, Parks and Tourism said that an outside contractor mistakenly printed and mailed thousands of duplicate deer permits to nonresident hunters who successfully won Kansas deer permits from the April drawing.  The department asks that the duplicates be returned.  Under state law, non-resident hunters can have only one permit for one deer and only one of the permits would be legal.  Nor can the excess permits be transferred to someone else.
