OTTAWA — An Ottawa man accused of arson in a fire that occurred at his home in the 400 block of West First Street a year ago that will accept a plea deal. District court records indicate that Wayland Kirkland Jr. will plead guilty to criminal damage to property at a hearing Sept. 12.
