OTTAWA — Ripples of Change, formerly called Franklin County Circles, a local program that strives to help individuals and families move out of poverty into a healthier future, and empower the community to be strong and vibrant, will celebrate a graduation ceremony Thursday night at Ottawa First Baptist Dhurch’s Elliott Hall. Community members are encouraged to join Ripples of Change alumni and volunteers for this celebration at 6 p.m. for Heidi Allan who will graduate and become one of 15 people who have successfully completed the 12-week poverty-reduction curriculum since its start in Ottawa in January 2015. As part of the progress made by class members in 2016, one member secured a job after being unemployed for months, and another member changed jobs for better hours and a shorter commute in an effort to continue his education. Still another class member was able to secure a second job to cover monthly expenses.
