With the heavy rains and flooding the past few days. The Franklin County Commission has issued an emergency declaration to the state. Franklin County emergency management Director Allan Radcliff says, “This does two things for the county.”
Radcliff says, “This allows the county to go ahead and take care of some projects immediately instead of having to put them out for bid, allowing them to react much quicker in times of great need.”
