How bad is the homeless problem in Ottawa and Franklin County? It’s worse than you might think. Richard Oglesby is with Franklin County United Way, he told a county board of public health meeting that people are living in the most unexpected places.
Oglesby says he and other concerned organizations hope to operate some pop-up shelters this winter to at least give the homeless a place to stay during the coldest days and nights.
