There’s an old saying that you can’t judge a book by it’s cover, but one thing is for sure, you can at least partly judge a public works department by the number of work orders it has. Franklin County Public Works Director David Lee says his work orders are piling up in the thousands.
Lee says, part of the work orders stem from documenting all the damage done by repeated flooding in the hopes of getting disaster aid from the federal government.
