If you’re homeless and you’re cold, jail used to be the place to go. That’s not true anymore. Richard Oglesby with United Way of Franklin County says once upon a time it was almost a crime to be poor.
Oglesby says a lot of the homeless are people with criminal backgrounds or mental health problems that have nowhere to go, except the outside. Oglesby says a program of pop-up shelters will be set up with winter so the homeless can at least find shelter on the coldest days and nights.
