Students who speak little English are proving somewhat of a challenge for the Ottawa School District. Assistant Superintendent Josh Robinson says programs that teach English to foreign students may need to be expanded.
Robinson says teaching English to non-English-speaking students is just one of several facets of special education programs needed to address specific needs of students.
