The Franklin County Jail is almost bulging at the seams, and it seems almost no one wants out. As weird as that may seem, Sheriff Jeff Richards says he can’t find any good reason for prisoners wanting to stay in prison.
Richards says he doesn’t think Franklin County has any worse drug or alcohol problem than other counties, Richards says part of the problem could be that the County Attorney is clearing up a backlog of cases, but he still can’t figure out any reason why inmates seem to want to stay in jail.
