The Garnett City Commission’s attempt to expand to a 5 member commission was a big story in 2019. Commissioner Bridget Brecheisen Huss insisted the Kansas Open Meetings Act was too restrictive on a three member commission because it doesn’t allow two commissioners to confer on city business outside of a public meeting because their number constitutes a quorum. KOFO’s Jeff Brewer has more.

Tension over the issue grew when Huss and Gwin voted to oppose the council of City Attorney Terry Solander, who said the Kansas Constitution’s requirements for a charter election could not be met by conducting the vote by mail ballot and instead had to be conducted at the polls. The ballot went out and voters rejected the idea.
