It appears the Kansas Department of Education is taking a different view of dyslexia from the traditional definition.  Ottawa School Superintendent Dr. Ryan Cobbs says the State is defining dyslexia as a much broader disability:

There seems to be conflicting studies of which children are affected by the disorder.  A 2006 study by the Mayo Clincic showed that boys are two to three times more likely to have dyslexia that girls, but previous studies have shown no significant difference in gender likelihood to have dyslexia.
