For the first time since 1992, the Kansas democratic party is assigning delegates through a primary, not a caucus. And, for the first time, the vote has been by mail in ballot exclusively. The deadline for ballots to be back is today.  All registered Kansas democrats were mailed a ballot back in late March.  The Kansas democratic party says the party has made the most significant changes in decades to the Kansas democratic presidential nominating process.  Party officials say these changes will encourage greater participation, provide wider accessibility for voters, and be conducted in an open and transparent manner. According to leaders in the party, the turnout is already three times larger than the 2016 presidential primary.
