Franklin County has seen an uptick in positive COVID 19 cases the past 10 days, as have many areas of the State. Under the direction of County Health Officer, Dr. Bud Ransom, Franklin County will remain in Phase Three of the Ad Astra Recovery Plan. Dr. Ransom says most of our cases have been relatively minor:
