One of the most contentious issues during the COVID 19 pandemic is the requirement by some states that people wear masks and that issue came up, again, during a Candidates’ Forum at Legacy Square in Ottawa. Democrat Caren Rugg of Ottawa is challenging incumbent Republican Blaine Finch for his Kansas House Seat. Rugg says personal rights take a back seat in some emergencies:
