It appears that Franklin County has found a way to spend around $700,000 that is left over from unspent COVID 19 Aid money. County Administrator, Derek Brown, told the County Commission that he wants to buy some ultraviolet light machines:

Brown says he has repeatedly reached out to towns and school districts to see if they can make use of the surplus money, but he receives little response. Therefore, he has to go ahead and spend the rest of the money, because it must be used by the end of the year.
