The inmate count at the Franklin County Jail has been running high for some time and part of the reason is mental health. Sheriff Jeff Richards told the County Commission it’s a strange situation:
Richards says he has to send quite a number of inmates to other counties to be housed so the local jail doesn’t get too crowded.
