Students caught vaping in the Ottawa School District may be in for an education on why vaping is bad, instead of immediately facing the hammer. School Superintendent, Dr. Ryan Cobbs, says the approach is called the ECHO Plan:
Cobbs says the District will likely take a middle ground, with education for first time vaping offenses and then consequences escalating for repeat offenders.
