You might call this “paying the bill even before it is sent”, at least some version of it. At the Wellsville City Council Meeting, Franklin County Development Council Executive Director, Paul Bean, made a request on behalf of FCDC Membership:
In a surprise move, the City Council immediately voted to increase their FCDC Contribution to $3,000 a year, as requested.
