Another cold wave is expected the end of next week and this is straining efforts of United Way to help the homeless in Franklin County. Franklin County Commissioner, Ianne Dickinson, says earlier ideas of having pop up shelters is not enough:
United Way has been active for several years in a campaign to address the homeless problem in Franklin County.
