The homeless problem in Franklin County may be worse than most people realize, especially during the intense cold weather we’re having periodically. During a joint luncheon of city, county and school district officials, Ottawa Mayor, Eric Crowley and Franklin County Development Council Executive Director, Paul Bean, discussed the expense of housing the homeless:
