The area, known as The Coves, has been on the development list for quite a few years. The first developer apparently never fulfilled its obligations under the agreement it had with the City back in 2008. Financial Consultant, Tyler Ellsworth, told the City Commission at their Study Session, that the first agreement needs to be terminated:
Ellsworth says not terminating the agreement, may allow the first developer to come back after all these years and start making demands on the city for reimbursement.
